Afghanistan: Consultant of “Inclusion of Children and Disabled in Disaster Risk Reduction”

Background:

Focus Humanitarian Assistance (FOCUS) is an international group of agencies established in Europe, North America, South and Central Asia to complement the provision of emergency relief, principally in the developing world. It helps people in need reduce their dependence on humanitarian aid and facilitates their transition to sustainable self‐reliant, long‐term development. FOCUS is an affiliate of the Aga Khan Development Network.

Job Objective:

The objectives of the proposed assignment:

  • Integration of children and disabled into district level development planning
  • To identify the challenges of children and people with disability face during before, during and after emergencies
  • Sensitize the audience about the world practice of inclusion of children and people with disability, into DRR.
  • To mainstream children and disabled in disaster preparedness by providing feasible recommendations on how and what to integrate the themes into FOCUS methodology and development planning of AKF and Government
  • To conduct three trainings to the DDA representatives in three provinces of Baghlan, Takhar and Badakhshan provinces

Duties and Responsibilities:

The following events will be delivered along with concerned document:

1.Development of Inclusive DRR training Module and training (Women, children and people with disabilities) at DDA level

Consultant will be delivering developing training module for inclusive DRR and provide the training to key representatives in institution. Participants will be represented by DDA representative from target districts of Baghlan, Takhar and Badakhshan provinces, representatives of Department of Labor, Social Affairs, Martyrs and Disabled, and Focus staff (trainers). The objective of the two day training (1 in Baghlan, 1 in Takhar, and 1 in Badakhshan) is to a) sensitize the audience about the peculiarities of inclusion of children, people living with disability into Disaster Risk Management b) incorporation of children and people living with disability into existing District Development Documents c) Document the challenges and share along with recommendations with relevant authorities to incorporate into their sector specific development plans. Also incorporate this component in to FOCUS documentation including survey form, planning documents (Village Disaster Management Plan).

1.Deliverable

At the end of the assignment it is expected the following deliverable:

  • Three events of two day training will be conducted (1 in Baghlan, 1 in Takhar and 1 in Badakhshan).
  • Asking DDA representatives to bring their development plans and after the training, the consultant will integrate children and disabled into those plans
  • Sharing good practices on integration of children and disabled in to development plans
  • Session plan for workshops and training
  • Modules for training
  • Conduct of actual training
  • Report
  • Pre and post evaluation
  • List of obstacles and challenges children and people with disability face before, during and after emergencies (preparedness , response, recovery)
  • Recommendation for integration into Program interventions

2.Work location(s)

Training will be conducted in the two regional offices of FOCUS at Baghlan and Badakhshan.

3.Schedule

The duration of the assignment would be 23 days. This is calculated as:

  • 15 days of meeting with different levels, preparing Gender Disable and Child disaster preparedness plan. Logistical arrangement and training module and session Plan (Preparation)
  • 8 days of Training facilitation (3 regions x 2 days).

4.Additional Significant Information

After signing contract agreement with FOCUS, the consultant will submit the details training session plans, agendas, presentations and content. The training sessions plans, agendas, presentation, contents and any other deliverable needs to be shared with field teams at least 3 days prior to the actual delivery of training in order to enable them for translation and preparation. Following the context analysis consultant will Additional inputs received during the workshop and training context analysis will be formalized into clear and feasible recommendations and included to the final report.
